At this National Assembly seminar, under the theme “For Whom Is the Owner-Occupancy Requirement?”, we will examine the impact of owner-occupancy regulations—introduced to curb speculation and protect genuine homebuyers—on housing transactions and rentals, as well as on citizens’ housing choices and the exercise of property rights. We also aim to review the original purpose of the regulation and its actual effects, and to discuss directions for institutional improvement that can preserve the policy goal of housing stability while expanding market autonomy and citizens’ freedom of choice.

We encourage the attendance of all those who are interested.
