The 41st Future Labor Reform Forum was held under the theme, “Discussing the Issues in Korea’s Labor-Management Relations and Solutions.” This forum examined the reality that Korea’s labor-management relations have come to rely more on court rulings and legislative intervention than on negotiation and voluntary adjustment, and served as a venue to discuss the essence of the three basic labor rights and ways to restore labor-management autonomy. In particular, discussions focused on issues such as ordinary wage litigation, lawsuits over worker status in prime contractor-subcontractor relationships, and controversy surrounding the Yellow Envelope Act (Revised Labor Commission Act), highlighting concerns that as labor-management conflicts shift into the courtroom and political arena, the predictability of business management and trust between labor and management may be undermined.
