The 40th Future Labor Reform Forum was held under the theme, “Current Status and Challenges of the Framework Act on the Rights of Working People and the Worker Presumption System.” As new forms of work such as platform labor, special employment, and freelancing continue to spread, this forum provided an opportunity to examine not only the policy goal of protecting vulnerable workers, but also labor market rigidity, confusion in the field, and the possibility of reduced employment. In particular, participants discussed concerns that if a worker presumption system is introduced, it could impose an excessive burden of proof on employers, increase statutory cost burdens for small business owners and microbusinesses, and lead to a contraction in outsourcing and freelance hiring.
