[Op-Ed] Reviving Manufacturing Depends on a Free Investment Environment for Domestic and Foreign Capital

Competition to attract manufacturing is intensifying around the world, presenting an important opportunity for economic restructuring

The focus should be on creating an environment in which companies can invest voluntarily

Competition is fierce to strengthen domestic manufacturing competitiveness through reshoring. This offers various economic benefits, including job creation, technological innovation, and supply chain stabilization, and could provide new momentum for the Korean economy.

Countries around the world are competing to attract manufacturing. The United States is increasing the share of domestic production through large-scale subsidies and tax incentives for the semiconductor and battery industries. The European Union (EU) is pursuing supply chain restructuring centered on green industries while expanding support for investment in production facilities. Japan is also reinforcing its production base by operating subsidy programs in the medical and advanced electronics industries.

Amid these global trends, bringing production bases back is not simply an option but an important opportunity for economic restructuring. The return of manufacturing to Korea can create new jobs in various sectors and play a particularly important role in revitalizing regional economies. In addition, when research and development (R&D) and production activities are closely linked, the pace of technological innovation accelerates and competitiveness across industries is strengthened. Furthermore, it can help reduce uncertainty in global supply chains and improve stability.

From the corporate perspective, the advantages of overseas production cannot be ignored. It remains attractive to reduce operating and logistics costs in environments with lower labor costs and lighter regulations. In addition, the burden of initial investment costs and the process of adjusting production are major factors that make companies hesitate to relocate domestically.

It is important to make Korea an attractive place for investment. Policies should be redesigned in a way that guarantees the free economic activities of businesses. Excessive regulation or market intervention may undermine corporate autonomy and weaken the positive effects of relocating production facilities domestically. Therefore, concrete support measures such as technical assistance, the cultivation of skilled personnel, and investment in research and development should be pursued in parallel.

Rather than making reshoring itself the goal, the focus should be on creating an environment in which companies can invest voluntarily. This is essential not only for short-term support but also for laying the foundation for strengthening global competitiveness in the long term.

The key to reviving domestic manufacturing lies in improving the investment environment. By creating conditions in which both domestic and foreign capital can invest freely, Korea can encourage the private sector to foster high-tech industries and enhance the country’s appeal to foreign firms as well. Such efforts will go beyond simply bringing production facilities back; together with inflows of foreign capital, they will build a strong foundation for the Korean economy to secure competitiveness on the global stage.
