This seminar explored the conditions for Korea’s sustainable economic growth by assessing the limitations of the country’s manufacturing-centered growth model and discussing ways to improve service-sector productivity and create quality jobs. With manufacturing’s job-creation capacity weakening, participants emphasized that the service sector must become a new engine of growth—requiring bold regulatory reforms, including in heavily regulated industries such as finance, telecommunications, and transportation.

The discussion also highlighted the need to boost productivity by supporting small service businesses in adopting digital and AI technologies, while encouraging firm growth by easing excessive penalties and barriers that hinder the scaling and innovation of service industries—particularly those affecting large companies. Finally, participants underscored the importance of strong institutional and political leadership to manage stakeholder interests throughout this transition.
