This seminar approached the expansion of employment for older workers and the creation of youth jobs not as a zero-sum competition between generations, but as a structural reform agenda that can benefit both. Participants explored policy options to enhance flexibility in wage systems, employment practices, and education and training systems.
The discussion emphasized that policy should aim to ease rigid wage structures and reduce labor market disparities in the AI era, while strengthening both labor market flexibility and the social safety net. Ultimately, the seminar highlighted the importance of building a virtuous cycle in which older workers can secure stable, high value-added jobs that make use of their skills and experience, while younger generations can access quality employment in emerging industries.
